WORK CONTEXT


Cesvi has been operating in Libya since 2011 as the first Italian NGO to take action, in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania. Nowadays Cesvi is one of best positioned NGOs in Libya, active in the coordination of various sector working groups - in particular protection - with a diverse donors’ portfolio, serving all vulnerable target populations.


In detail, Cesvi has been implementing programs supporting mixed migrants, IDPs and vulnerable host communities through service provision and support to CSO. This includes center-based and outreach protection activities (including child protection and GBV), warehouse management, non-food distributions, awareness-raising activities, psychosocial support, referrals to external services, cash assistance and non-formal education, community development and social inclusion at local level.


Current staff: 18 staff in Tunis, 170 staff in Libya.


Current projects:

- UNHCR: Protection and lifesaving assistance to refugees and asylum seekers (Tripoli)

- ECW: Education Cannot wait consortium providing education for children in Libya (Tripoli)

- EU-DG NEAR: PEERS II: Protection Enabling Environment and Resilience Services (Misrata)

- EU-DG NEAR CSO: Strengthen the capacity of CSOs and informal groups in the South and East of Libya (East and South)

- EU-DG NEAR: Youth centred dialogue for promoting peace and justice in Libya (national)

- AICS: Al Saha: Improving health services and psychosocial support for children in Libya (Sebha and Kufra)


CESVI is also one of the main actors responding to the Derna flood crisis, in the field of MHPSS, non-formal education and cash programming; current programme expansion ongoing.

JOB DESCRIPTION


The collaboration will start in November 2023.


The primary duty station will be the Country Office in Tunis, with approximately 50% of the contract duration spent in relevant Cesvi field offices in Libya. The field deployments will vary based on visa requirements, program needs, and security conditions. We strongly emphasize the need for good-faith cooperation from the collaborator in this regard, and rigorous monitoring will be in place.


The Head of Programmes holds a pivotal leadership role and operates under the supervision of the Regional Manager for Libya. They serve as a vital member of the Senior Management Team, which plays a central role in both the daily operations and strategic direction of the program.


The Head of Programmes bears overall responsibility for the oversight and management of all programmatic and technical activities within the organization. They are tasked with supervising multiple programs, providing strategic leadership, contributing to program strategy design, and ensuring the quality and effectiveness of programs. It is their duty to ensure that both programmatic and technical facets align harmoniously with the mission’s vision and objectives.


The Head of Programmes is in charge of:


Strategic Program Management:

• Provide strategic leadership, integrating protection principles.

• Monitor program quality, budgets, and partnerships.

• Stay updated on sector trends and adapt strategies.

• Align CESVI’s priorities and initiatives effectively.


Program Development and Team Leadership:

• Design and expand projects, develop high-quality proposals.

• Manage a protection-focused technical team.

• Implement MEAL framework and support capacity building.

• Foster inclusivity, diversity, and knowledge sharing.

• Oversee recruitment, onboarding, and transition planning.


External Engagement and Compliance:

• Represent CESVI in forums and maintain donor relationships.

• Develop and manage Partnership Agreements.

• Ensure compliance, timely reporting, and risk assessment.

• Implement Safeguarding measures and promote learning culture.

Requisiti

ESSENTIAL REQUIREMENTS


  • Bachelor’s degree in a relevant field; Postgraduate degree preferred.
  • 10+ years of emergency and recovery program experience.
  • Prior work in Libya or security-sensitive environments.
  • Willingness to work in remote, changing security conditions.
  • Commitment to gender equality and mainstreaming.
  • Proficient in project cycle management.
  • Skilled in report writing and proposal contributions.
  • Experienced in community engagement and program design.
  • Proficient in remote management and training.
  • Strong problem-solving, communication, and diplomatic skills.
  • Self-motivated, detail-oriented, and adaptable.
  • Networking and partnership-building capabilities.
  • Ability to handle pressure and promote collaboration.
  • High IT proficiency (Office package).
  • Fluency in English (written and spoken).

DESIRABLE REQUIREMENTS


  • Experience in education and protection programs for refugees, migrants, and IDPs.
  • Expertise in protection integrated cash assistance and mentoring.
  • Knowledge of community-based shelter solutions.
  • Collaboration with CSOs and local NGOs.
  • Arabic language skills.

CESVI has a zero-tolerance approach to any harm to, or exploitation of, a child or a vulnerable adult by any of our staff, related persons or partners.

HEALTH SAFEGUARDING

CESVI pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
