Work Context


CESVI has been working in Iraqi Kurdistan since 2018, focusing on the areas of Emergency Livelihoods, Multi-Purpose Cash Transfer, agriculture, food security, and protection/GBV activities to benefit the most vulnerable segments of the population: IDPs, refugees, and host communities.


CESVI currently has 3 offices in the Iraqi Kurdistan region: 1 coordination office in Erbil, 1 field office in Dohuk, and one in Sulaymaniyah.

Currently, CESVI is implementing 2 projects funded by AICS Amman (Italian Cooperation) in Emergency Livelihoods, Cash transfer responding to the needs created by the protracted humanitarian crisis and aggravated by the most recent economic crisis in favour of the most vulnerable sections of the population such as displaced persons.

CESVI is also implementing a Protection/GBV project in Erbil, Dohuk, Sulaymaniyya, and Halabja governorates. The project promotes access to quality integrated protection services while strengthening the community networks of civil society organisations engaged in response to gender-based violence.


Another project funded by the 8x1000 state will be launched in the coming months.


In 2024, a new representation and coordination office will be opened in Iraqi federal territory. The HoM will then be called upon to develop new projects and establish new partnerships in Federal Iraq, strengthening existing partnerships in Kurdish territory.


Posizione

Job Description


The collaboration is scheduled to begin in late November/beginning of December 2023.

The main work location will be Erbil (Iraqi Kurdistan), with frequent field visits throughout Iraqi Kurdistan and Federal Iraq.

The Head of Mission will coordinate - at the HQ level - with the Emergency Area Manager and will be responsible for the following activities:


1. Coordination and general supervision of CESVI projects and procedures in Iraq

2. Supervision and management of CESVI offices in Iraq

3. Verifying and monitoring compliance of CESVI's actions with national legislation.

-Verify and monitor compliance with national legislation regarding CESVI registration in Iraqi Kurdistan and Federal Iraq and any other legal provisions affecting NGO activities.

-Assure compliance with local regulations and local labor law.

-Monitor the process of finalizing CESVI's registration in Federal Iraq.

4. Human resource management and capacity-building.

-Supervise and manage expatriate and national staff, in coordination with the Emergency Area Manager.

-Organize and supervise capacity-building and development of national staff, in collaboration with Project Managers;

-Conduct periodic meetings with staff to review the implementation of project activities and ensure support in case of critical issues;

-Supervise the coordination of capacity-building activities of national partners, to improve and strengthen their capacities

5. Writing and submitting new project proposals, acquiring donors

-Relating to potential institutional donors in the country

-Developing new project proposals concerning CESVI's area of specialization and in close collaboration with the country team through needs assessments

-Participation and supervision of the entire project proposal writing process in close collaboration with project managers, under the guidance of the Emergency Area Manager

-Follow-up of project proposals submitted or under negotiation with donors

6. Update, define, and develop the strategy.

-Contributing to the definition/update of a country strategy document in collaboration with the Emergency Area Manager

-Identifying key areas of focus, areas, and needs.

-Develop, in coordination with the Emergency Area Manager, new program initiatives and actively guide ongoing emergency operations toward an integrated, regional long/medium-term program.

7. Coordination and representation with stakeholders.

-Manage and coordinate relationships with local and international partners, particularly Alliance2015 members, and participate in networking meetings on behalf of CESVI.

-Identify and promote partnership opportunities with international and national NGOs, ensuring the due diligence/assessment process of partners.

- Represent CESVI in front of local and national authorities and any other stakeholders.

8. Supervise and manage the security of the mission.

9. Implementation and supervision of Safeguarding policies -Adult at risk/Child

10. Safeguarding/PSEA



Requisiti

Requisiti essenziali

•Bachelor's degree or post-graduate degree in Development Studies/humanitarian field, Economics or another related field

•Minimum 3 years of experience with NGOs in international senior management roles in the management, administration, and implementation of emergency / post-emergency projects / programs in states subject to protracted crises

•Knowledge of key institutional donors: AICS Italian Cooperation - EU/ECHO - UN Agencies

•Writing skills: country strategy development, project proposal writing, project reporting.

•Skills in budgeting; financial planning, control, and reporting

•Representation, communication, and diplomacy skills for managing internal and external project relations (staff, partners, donors, and local authorities); •Confidentiality and flexibility

• Excellent knowledge of English (written and spoken)Computer literacy, particularly in Microsoft Office Programmes


Requisiti desiderabili

•Master's degree or postgraduate specialization in livelihoods/agriculture and/or protection

•Previous work experience in Iraq/Iraqi Kurdistan or the Middle East region

•Familiarity with livelihoods and food security project implementation, with CASH assistance components

•Familiarity with implementing projects in the GBV area

•Experience in opening locations/areas of intervention in a new territory

•Previous experience in AICS (Italian cooperation)emergency project management

•Knowledge of Italian (written and spoken)

HEALTH SAFEGUARDING

CESVI pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
